Tivat Airport is the busiest airport in Montenegro closely followed by Podgorica Airport. If you are looking to book flights from the UAE to Montenegro, it is possible to make the journey directly to Tivat Airport out of Dubai. Currently the only airline operating on this route is flydubai, with all flights leaving from Dubai International Airport (Flydubai baggage allowance and fares explained). However, be advised that flights are operated on a seasonal basis, so you will not be able to travel to Montenegro directly at certain times of the year.
